Scott Burroughs

Scott Burroughs, a director at Summit, is an expert in crafting and validating federal credit subsidy models within the Federal Credit Reform Act framework. He has strong expertise in mortgage finance, credit risk modeling, econometric forecasting, database management, policy analytics, statistical reporting, and analytical training.

Burroughs has accumulated more than 10 years of experience in federal credit practices and more than 20 years of experience in statistical and econometric analysis. He currently leads a team that provides policy and budget analytics and portfolio monitoring reporting for the Federal Housing Administration’s single-family, reverse mortgage, and hospital guarantee portfolios. In addition, he leads teams of federal credit experts tasked to develop loan risk forecasting for the U.S. Department of Agriculture Farm Production and Conservation Business Center, the Overseas Private Investment Corporation, and the U.S. Department of Energy.

He has experience leading teams in the development of credit risk models that include forecasting of loan events such as default, prepayment, and recovery for numerous federal lending programs. He is also experienced in evaluating model risk and providing independent validation and verification of third-party modeling.

Prior to joining Summit, Burroughs developed skills in the econometric analysis of capital project management in the Product Development Group at Independent Project Analysis Inc. (IPA). While at IPA, Burroughs honed his analytical skills in survey design, data manipulation, econometric modeling, presentation of results, and professional training.

Burroughs received his bachelor’s degree in mathematics and economics from Lafayette College and is a certified Project Management Professional.
