Samuel Seong

Samuel Seong, a director at Summit, is an expert in developing new federal loan, grant, and OTA programs. He has strong expertise in federal credit modeling, financial analysis and modeling, and a strong familiarity with OMB Circulars A-11 and A-129. His experience spans numerous sectors, including both domestic infrastructure (e.g. water, wastewater, marine transportation, air transportation, and electric transmission and generation) and industrial policy.
While at Summit, Seong has accumulated more than 10 years of experience in federal program development, supporting the issuance of more than $40 billion in federal assistance. He has led teams that helped establish the EPA WIFIA Program, the USDA ReConnect Program, the USACE Corps Water Infrastructure Finance Program, the Treasury’s Air Carrier Loan Program, and the Capital Projects Fund. In addition, he is currently involved in developing new industrial policy programs at NIST and DOD.
Seong received his bachelor’s degree in biology from the Massachusetts Institute of Technology and is a certified Project Management Professional.
