Brian Oakley

Director and Subject-Matter Expert

Brian Oakley has more than 30 years of experience providing financial advisory services to federal, state, and local agencies. A registered municipal advisor principal, he has advised on a wide variety of credit structures involving senior and junior liens and deeply subordinated debt obligations. For over 22 years, Oakley has advised on all aspects of federal credit program development, loan underwriting, and approvals. He has supported the development of eight new federal credit programs, advising on all aspects of program governance, loan approval processes, and portfolio administration. Oakley is a recognized subject-matter expect in credit analysis and has advised on numerous corporate, project finance, and public finance loan transactions. Over the course of his career, Oakley has advised on over $50 billion in corporate and project finance loans and possesses in-depth, hands-on experience of the unique challenges faced by federal lending programs.

Oakley received a master of business administration and a master of environmental management with a specialization in resource economics and policy from Duke University.  He received his bachelor of arts in economics from Trinity College.

Oakley is a registered municipal advisor principal with the Municipal Securities Rulemaking Board and Securities and Exchange Commission and holds the following licenses with the Financial Industry Regulatory Authority: General Securities Representative (Series 7), Financial and Operations Principal (Series 27), Municipal Securities Representative (Series 52), Uniform State Securities Agent (Series 63), and Investment Banking Representative (Series 79).
