Mr. Sam Seong is a Senior Consultant at Summit currently leading the Environmental Protection Agency (EPA) Water Infrastructure Finance and Innovation Act (WIFIA) engagement. He supported the initial development of the program by producing cash flow models, program documentation, and underwriting tools.
Mr. Seong’s experience includes creating and updating models for calculating reserve requirements and credit subsidy, making tools for process tracking and dashboarding, and documenting policies, model methodologies, and procedures. At the EPA, he coordinates with teaming partners in order to support the development and implementation of the WIFIA program. At USDA RD, he works with the national office staff for the Community Facilities program to support their underwriting efforts. He has experience coding in a variety of languages including Stata and VBA. Mr. Seong earned his B.S. in biology from the Massachusetts Institute of Technology (MIT).
